the barrow weights, i think they were men that left good sense and joined one of the witch kings and lost more than a war, they lost themselves. they are lost souls ,the dark witch king followers that betrayed others with lies and cruelty. and now wonder lost,trying to trap others, and instead they just enslave themselves deeper to a losing cause. Tom Bombadill is now keeping a watchful look out so innocent folks don't wonder into their snares, their graves sites still hold some darkness from their betrayal of all folks of good energy. when they do ensnare the innocent, [like Frodo, Sam and Merry, Pippin] Tom can free them and send them out of their the barrows breaking the dark spell. wondering out of their graves, losing all their left over power from the witch kings power can not work outside their grave sites. until they disperse in death,violators die poor!
